This "illegal" AT40 was heard only on station WGCL (G-98) in Cleveland on July 7, 1979.  This was the same week that AT40 did its special Disco countdown.  Since the management of G-98 hated disco, it told Townsend Coleman (the host of this program) to just count down the weekly Billboard Top 40 instead of running the disco special.  Using the AT40 theme and jingles, this is the result.  A full explanation can be found in the book "American Top 40" The Countdown Of The Century" by Rob Durkee. Although there are a few little technical problems (tape surface noise), this program is fun to listen to and recommended for any AT40 collector.
